I am commanded by the Army Council to inform you, for the information of the Lord Commissioners of His Majesty's Treasure, that it is considered necessary to create a special Works Branch in the Air Organisation Directorate. This work has been carried on for some time past by Attached Officers, and, the absolute necessity of some such organisation having been proved, the Army Council consider that it should be put on a proper footing.
The duties of this branch will be:-
(I) Examination of the frequent changes in technical requirements of the Royal Flying Corps and the corresponding effect of these on new design for buildings co-ordination of needs at various specified places, and the representation of these requirements to the Director of Fortifications and
Works.
(2) The selection of sites for new aerodromes and landing places with a view especially to the construction of necessary buildings and engineering works.
(3) The allotment of available labour from the Royal Flying Corps and other outside sources between the various works being carried out by the Director of Fortifications and Works and by the Ministry of Munitions.
(4)
Constant inspection of the works in progress with a view to introducing such modifications as may be necessary based upon the growing experience of this new branch of Science.
It has been found from experience that the requirements of the Royal Flying Corps in accomodation are so large,
